With this message, we would like to inform all tenants about certain shared house rules to ensure a pleasant environment for everyone.
Staircases & entrances
According to current fire safety regulations, it is strictly prohibited to place bicycles, strollers, shopping carts, waste, cardboard boxes, or other items in stairwells, entrances, and basements. This is a safety requirement and also ensures that cleaning staff, newspaper delivery personnel, and emergency services can move freely.
Tenants who do not comply with these rules will be liable to reimburse the landlord for the costs incurred when removing obstructing items.
Stroller rooms are available on the ground floor, and keys can be obtained against a deposit via our maintenance request service. Entrance doors must be kept closed, both to prevent unauthorized access and to retain heat in the stairwells.
Smoking
Smoking is prohibited in all public areas such as the elevator, stairwell, garage, laundry room and basement. Smoking on the balcony and within 15 meters of the property is absolutely prohibited. This is for everyone's comfort and with consideration for our allergy sufferers.
Pest/vermin
If you discover pests or vermin in your apartment, you are required under tenancy law to report this immediately. Please contact Anticimex without delay. The phone number is posted in the stairwell or can be found under Contact information.
Garbage
Garbage bags must be tied before being thrown into the garbage cans. The garbage can lids must always be closed. This is to prevent odors and spillage after the garbage collectors. Bulky garbage and larger items may only be thrown into the separate bulk garbage can.
Tenants who leave their waste or similar items elsewhere in the property may be charged for removal. It is very important that tenants who run their own businesses pay special attention to our rules and are aware that it is strictly prohibited to dispose of business-related waste in our bulky waste rooms.
If such handling of waste is discovered, we will charge a penalty fee of SEK 5,000 and issue a warning of termination. In the event of repeated violations, the tenant risks losing their tenancy.
Laundry room
For everyone’s comfort, always clean the laundry room and drying room after use. Please follow the rules posted in the laundry room. Laundry carts must be returned to the laundry room immediately when your booking time has ended.
Carpets, dusters and other heavy laundry are washed in the heavy laundry room. It is not permitted to wash carpets, blankets, shoes, heavy work clothes, etc. in the washing machines.
Children are not allowed to stay in laundry rooms without an adult. If this happens, the guardian is responsible for any damage that may occur.
Dogs and other animals are not allowed in the laundry room. Smoking and consumption of alcoholic beverages are not permitted. Do not forget to close the doors and turn off the lights when you leave. Clean and tidy the laundry room after use.
Apply for an Apartment
The requirements for obtaining an apartment from Wonna I de Jong Fastigheter are that applicants have no payment defaults and can provide good references from a previous landlord, as well as a stable income (3.5 times the annual rent). Unemployment benefits (A-kassa), social assistance, etc., are not considered income. We strive to create sustainable, environmentally friendly, and allergy-friendly living environments, and therefore require that tenants be non-smokers and keep no pets.
The landlord has the right to collect personal data and obtain credit information about applicants before they can be approved as prospective tenants.
Wonna I de Jong strives for a diverse tenant composition. We aim to include people of different ages and backgrounds, including working professionals, students, families with children, and retirees from various ethnic backgrounds. We reserve the right to freely select among applicants.
To be added to our internal waiting list, please complete an apartment application and attach a family certificate, an employment certificate, and payslips for the last three months.
Our existing tenants may also register for our internal waiting list. When a child reaches adulthood, they are entitled to apply for their own apartment. The applicant must be at least 18 but not older than 26, and must have lived with their parents for a minimum of three years.
The parents’ and children’s tenancy must be well maintained and without any remarks in order to be offered an apartment with us.
Moving in
Before moving, there is a lot that needs to be arranged. Below, we have listed some tips to help ensure you don’t miss the most important things before your move. When can you move in?
If you have not agreed otherwise with us, you are entitled to move in at 12:00 noon on the day your tenancy agreement begins. If that day falls on a Saturday, Sunday, or public holiday, you may move in on the first working day thereafter.
Phone
Order the transfer of your telephone service well in advance. Contact Telia at 90200. Information about subscriptions and related services is also available at telia.se.
Postal services
Inform your relatives, friends, and other contacts that you are moving. Newspapers, book clubs, credit card companies, banks and giro services, insurance companies, and associations must be notified of your change of address, as well as your employer, the postal service, and the population register. You can ask for special address change forms available at the post office. Please note that mail forwarding, which you must request yourself from the postal service, is only valid for a limited period.
Change of address
The change of address must be completed no later than five working days before the move. More information can be found on https://www.adressandring.se/ where you can also submit a change of address directly, or by calling 020-97 98 99. You will then receive a confirmation of the move by mail along with two copies for signature. One copy should be returned to Adressändring, and the other should be sent to the local tax office.
Home insurance
We require our tenants to take out home insurance for their new residence. This is partly to protect you against financial loss in the event of burglary, damage, fire, or flooding, and partly to cover situations in which you may be held liable for damages to others. Please note that the property owner’s insurance does not cover your personal belongings in the event of incidents such as burglary, fire, or flooding. Take the opportunity to review your insurance coverage and compare premiums with different insurance providers when you change address.
Electricity
When moving in, contact the electricity company in your area, as you must sign an electricity subscription for the new home.
Cable TV and broadband
Do not forget to cancel these services when moving out and to transfer or sign new contracts when moving in.
Keys
Keys can be collected at the Property Office at Brantholmsgränd 72 in Skärholmen. Keys are collected on the 1st of the month, unless otherwise agreed in the contract. If the 1st falls on a Saturday, Sunday, or public holiday, the apartment will be taken over on the next working day. A different move-in date may also be stated in the contract. Before you can collect the keys, the first month’s rent must be paid. A receipt and the tenancy agreement must be presented at the Property Office. No payment reminders will be sent.
Parking
When moving in, you may need a temporary parking permit, which is available at the local Property Office. Please contact the staff to find out what applies in your area.
Cleaning
It is the responsibility of the outgoing tenant to leave the apartment thoroughly cleaned. If, upon moving in, you discover that the apartment has not been properly cleaned, please contact us immediately. We will not approve or reimburse any cleaning costs incurred by you.
Moving out
Move-out cleaning
The easiest option is to do it yourself, but the most convenient is of course to hire a cleaning company to do the job for you. If you choose to clean yourself, wait until the very end before packing away your cleaning equipment.
Give notice in writing
You must always terminate your tenancy agreement in writing. The notice period begins at the start of the month following the date on which the notice is received by the housing company. For example, if you give notice on April 24, the notice period will begin on May 1. The notice period is normally three months. Your specific notice period is stated in your tenancy agreement. Please remember that you must also give notice for any garage or parking space you may have.
Change address
To ensure that mail from authorities is delivered to your new address, it is important that you submit a change-of-address notification well in advance (at least five working days) before moving. You can submit your notification at https://www.adressandring.se/. In addition, you must personally notify associations, insurance companies, banks, newspapers, friends, and other contacts of your new address. You may also order mail forwarding from your old address to your new one for a fee. Please contact Svensk Adressändring for more information.
Return all keys – including copies
All keys must be returned when you move out – including any copies you may have made, as well as keys to engine heaters, storage units, or the laundry room. If not all keys are returned, you may be required to cover the cost of changing the locks. Keys must be returned no later than 12:00 noon on the first working day after the tenancy agreement has expired.
Transfer electricity and telephone services
When you move, you must both set up all subscriptions at your new address and terminate your existing subscriptions at your previous address. Please contact your electricity provider for more information. You must also notify your telephone provider of the move and, if applicable, your internet service provider. Contact your phone company and internet provider for further details.
Inspection of your apartment
An inspection of the apartment is carried out in connection with your move, and it is recommended that you attend if possible. You will always receive a copy of the inspection report, even if you are unable to be present. Before the inspection, please keep the following in mind:
- All equipment belonging to the apartment (such as doors, hat racks, curtain fittings, etc.) must be present in the apartment at the time of inspection. If you have received user manuals or care instructions for any apartment equipment, these must be left in the apartment for the next tenant.
- Parquet floors and floors in wet areas (bathroom, kitchen, toilet) must not be covered by wall-to-wall carpeting.
In the event of damage or abnormally high wear and tear to the apartment, you will be liable for compensation.
Viewing of your apartment
You must be prepared to show the apartment you are moving out of to the person who is offered to move in after you. The prospective tenant will usually contact you directly to agree on a viewing time that suits you both. Naturally, you are expected to tidy up beforehand. The apartment must be in good condition when you move out. Therefore, be thorough with the move-out cleaning so that the next tenant can move in without needing to clean further. All areas belonging to the apartment must be cleaned, including the balcony, storage unit, and any garage. If the cleaning is insufficient, you may be charged for cleaning afterwards. Below are some guidelines for move-out cleaning:
Kitchen
- Pull out the stove and clean the sides and back, as well as the wall, cabinet sides, and floor.
- Clean the oven, baking trays, and the grill rack.
- Clean both the top and underside of the cutting board.
- Clean the light fixtures, remove any loose covers, and wash them.
- Clean the inside and outside of the kitchen cabinets.
- Wipe down the kitchen extractor hood both inside and out. Also clean the filter.
- Defrost and clean the refrigerator and freezer.
- Collect the melt water. Leave the refrigerator and freezer doors open.
- Clean the sink and worktops.
Bathroom and toilet
- Clean the floor drain.
- Wash the bathtub, sink, toilet and bathroom cabinet.
- Don't forget to clean the outside and corners of the toilet and under the sink.
- Wash floors and walls.
- Clean under the bathtub.
Room
- Remove all carpets from parquet floors.
- Remove all carpet tape. Vacuum and wash the floors.
- Clean the elements – don't forget the back.
- Clean all window frames and baseboards.
- Wash the windows – inside, outside and between the inner and outer panes.
- Wipe out all closets.
- Clean all doors.
- All windows and doors must be closed and locked.
Take all of your belongings with you when you move out
When you move out, you must take all of your belongings from the apartment, as well as any items stored in storage units, garages, and on balconies or patios.
Skötsel & Underhåll
From the day you move in until the day you move out, you are responsible for your apartment. Please clean and maintain the apartment on a regular basis. Abnormal wear and tear resulting from lack of maintenance may make you liable for compensation. Also, please read our brochure on how to clean and care for your apartment.
Here is how to best care for your apartment:
- Be careful with the floors and avoid using harsh cleaning agents.
- Primarily vacuum the floors, and occasionally wipe them with a lightly damp cloth.
- Wall coverings with a plastic surface should be cleaned by gently wiping them with a damp cloth.
- Other types of wallpaper should only be dusted.
- Wipe down the ventilation vents and wash any grilles regularly.
- Keep the kitchen extractor hood, filters, and vents clean, as grease buildup increases the risk of fire.
- Wipe away grease stains from the cooktop and oven as soon as possible to prevent the grease from burning on. Remember to clean behind the stove as well.
- Do not flush anything down the drain that could cause a blockage.
- Clean the drain from time to time to reduce the risk of blockages.
The landlord inspects the apartment upon move-out. Costs for abnormal wear and tear are paid or repaired by the tenant.
Laundry/drying room
Respect booked laundry times and finish your laundry sessions on time. Clean up after yourself and leave the laundry room and drying room in the condition you wish to find them. Follow the rules of order posted in the laundry room. If you have a booking lock, this must be removed when the laundry session is finished.
Blinds
Blinds and other equipment that are not part of the apartment’s standard fixtures are not maintained by the landlord. Maintenance and repairs of such equipment are the tenant’s responsibility.
Smoke detector
Smoke alarms save many lives every year. Wonna I De Jong Fastigheter has installed a smoke alarm in your apartment, but you are responsible for regularly checking that it is working. Clean the smoke alarm from dust and dirt at regular intervals to ensure that it maintains its function. The smoke alarm is equipped with a long-life battery when installed. It is your responsibility to replace it when the battery runs out. In cases where the smoke alarm has a ten-year battery, the entire smoke alarm will be replaced by Wonna I De Jong Fastigheter. Smoke alarms installed by Wonna I De Jong Fastigheter belong to the property. Wonna I De Jong Fastigheter checks that it is still there during the move-out inspection.
Tenant-performed work
Installation of dishwasher and washing machine
In some apartments it is possible to install a dishwasher and/or washing machine. Always contact us before installation.
Satellite dish
Always contact us before you install a satellite dish. The placement of the dish must always be approved by us. The satellite dish may only be placed on your balcony floor. No part may protrude beyond the balcony railing or be anchored to house walls or ceilings.
Wall hooks
It is important that you use the right type of wall hooks when hanging pictures, so that the wallpaper and wall are damaged as little as possible.
Painting and wallpapering
You may paint and wallpaper the walls in the apartment yourself, provided that the work is carried out in a professional manner. Please make sure to choose colors and wallpapers that are not extreme but are generally acceptable to both us and the general public; otherwise, you may be held liable for the cost of restoring the apartment. Feel free to contact us before starting any work.
Subletting
Landlord's consent is required
Subletting an apartment without the landlord’s consent is not permitted. Anyone considering subletting must submit a written application to the landlord stating the reasons for the sublet. The name of the proposed tenant must be included in the application. In order for the landlord to verify that the proposed tenant is a reliable person, the application must also include the proposed tenant’s personal identity number, address, home and work telephone numbers, and the name of their employer. Information about the proposed tenant’s current landlord, including their telephone number, must also be provided.
If the landlord does not give consent
If the landlord does not give his consent, the tenant can request permission from the rental board for the subletting. The tenant must then be able to show that he or she has reasonable grounds for the subletting. Reasonable grounds include, for example, being away from home due to studies, work or military service. However, the landlord can object to permission being granted if he has a legitimate reason for doing so. One such reason could be that the proposed subletting tenant has become known as a disruptive person.
Risky to sublet without consent or permission
If you sublet the apartment without the landlord’s consent or permission from the Rent Tribunal, you may lose your tenancy, meaning you risk losing the apartment.
Check the subtenant before renting
It is important that, before submitting an application to the landlord, you personally check the person you are considering subletting to. He or she must be able to pay the rent, and you must be confident that the person is reliable and well behaved. If the subtenant causes disturbances to neighbors, the primary tenant may lose the apartment if the disturbances are not stopped in time. If disturbances occur, corrective action must be taken without delay after notice from the property owner. You should not hesitate to also check friends or acquaintances who are being considered as subtenants. Before choosing a subtenant, you should therefore take at least the following four steps:
- Arrange a meeting with the prospective tenant for a personal introduction. This allows you to form an impression of the person and assess whether you can trust them. This is important, as you may be entering into a shorter or longer tenancy relationship that needs to function well for both parties.
- Check the subtenant’s ability to pay. Find out about his or her employment situation and sources of income. Contact the Swedish Enforcement Authority (Kronofogdemyndigheten) to check whether there are any enforcement orders related to payment demands (payment defaults) or summary eviction proceedings against the person.
- Contact the district court to check whether there are any judgments against the subtenant. Ask about both civil and criminal cases.
- Obtain references from employers and others who can vouch for the subtenant.
Sometimes security is required for the rent and other obligations.
Request security, such as a guarantor, from the subtenant if his or her income is too low to reliably cover the rent. Make sure that the security applies to all obligations under the tenancy agreement. Use Fastighetsägarna’s guarantor form for residential apartments.
Arrange telephone, electricity, etc.
Agree on how telephone services are to be arranged. The most common solution is for the subtenant to have their own subscription. Read the electricity meter at the beginning and end of the subletting period if the subtenant is to have their own electricity contract. Use standard tenancy agreement forms available in bookstores. The subtenant should have home insurance.
Do not allow the subtenant to pay the rent directly to the property owner.
If the primary tenant wants to avoid receiving any payment defaults from their own landlord, they should not allow the subtenant to pay the rent directly to the landlord/property owner. If the subtenant is allowed to pay the rent directly to the landlord and the payment is made late, this may negatively affect the primary tenant.
Waive security of tenure for subletting longer than two years
Enter into an agreement with the subtenant waiving security of tenure if the subletting is intended to last longer than two years. A subtenant does not have security of tenure during the first two years, but acquires it after two years unless it has been explicitly waived. Forms for waiving security of tenure are available from the Rent Tribunal (Hyresnämnden). The rent must be reasonable
Do not charge excess rent. In principle, you may not charge a higher rent than what the primary tenant pays to your own landlord. A certain surcharge for furniture may be made. The size of the surcharge depends on how valuable the furniture is. Normally, the surcharge is a few hundred kronor on the monthly rent. The secondary tenant can apply to the rent committee to get any excess rent back (with interest). Such an application can be submitted up to three months after the secondary tenant left the apartment and can apply to rent for two years back.
Power of attorney when staying abroad
If the primary tenant will be staying abroad during the period of subletting, they should grant a power of attorney to a person residing in Sweden who can represent the primary tenant and receive notice of termination. The power of attorney must be submitted to the property owner/landlord. The landlord may require that the power of attorney cannot be revoked for the duration of the subletting.
Finally
Never forget that it is the primary tenant who bears full responsibility towards the property owner for
- Ensuring that consent or permission for the subletting has been obtained.
- Ensuring that the property owner receives rent payments on time.
- Ensuring that no disturbances occur during the subletting period.
- Ensuring that the apartment is not damaged during the subletting.
Transfer / Exchange
Transfer of tenancy
You may not transfer the tenancy of a residential apartment to another person. Under the provisions of the Tenancy Act, we are not required to approve a transfer. In order to transfer a tenancy agreement to another person, you must have lived together with that person for at least three years. You must have shared a joint and permanent household with the person concerned. It is not sufficient for the person to have been a lodger. Whether or not you are related is irrelevant; it is the cohabitation itself that is decisive. It is therefore not possible to automatically take over an apartment from parents or siblings, nor to transfer a tenancy through a will.
Apartment exchange
If you wish to exchange your apartment and have found an exchange partner, you may apply for permission to carry out the exchange. Approval may be granted if there are acceptable reasons for the exchange, such as changes in family circumstances requiring a larger or smaller apartment, or the need to relocate to a different area. It is also required that the proposed tenant meets our tenant requirements and that there are no special circumstances opposing the exchange. The same requirements apply to the proposed tenant(s) as to all other applicants (see the section Apply for an Apartment). Please contact the Property Office for further information and application forms. All transfers and exchanges must be approved by the landlord before they take place.
